About me

Lucy Carroll

I am passionate about creating evidence-based policy solutions and engagement strategies that center community wellbeing and climate resilience. In previous positions, I have overseen policy efforts for community development, affordable housing, and behavioral health nonprofits, and was Chief of Staff for a Colorado state representative. As a consultant, I have worked on multiple projects including the development of municipal housing legislation, disaster preparedness plans, and extensive funding and grant tracking tools.

I graduated with a BA in Sociology and Political Science from UCLA in 2022 and a MA in Public Policy from Central European University (CEU) in 2026. During my time at CEU, I conducted research and developed policy recommendations for the creation of the European Land Observatory as mandated by EU Parliament, and published my thesis on the influence of advocacy discourses on local land use governance dynamics in California.
