Strategic policy report on land tenure & smallholdings in Eastern Europe and the Mediterranean
Co-authored a 47-page policy report on how land tenure intersects with climate resilience, food security, and land abandonment, prepared for a University of Santiago de Compostela research group as part of CEU's Policy Lab. The work combined ten expert interviews, a systematic literature review, and analysis of EU Farm Structure Survey data.
The report finds that current EU land monitoring captures land concentration but under-observes smallholding decline and abandonment, and offers four recommendations to inform the European Land Observatory.
Interactive housing policy maps
Built a web map using QGIS to identify local parcels potentially eligible for SB 10 and AB 130 up-zoning in Sonoma County. The map was developed using a variety of disparate data, including local parcel-level zoning data, CRNA and USFWS wetland and habitat data, CalFire fire hazard severity zone data sets, and others, and serves as an advocacy tool for clients.
Ventura County VOAD Disaster Response Plan, 2025 Edition
As a subconsultant, drafted the full Activation and Operations sections of a 61-page disaster response plan for the Ventura County Voluntary Organizations Active in Disaster. These sections set out how the coalition launches coordination during a disaster, who is responsible for what, how information flows between member organizations and county agencies, and how response transitions into long-term recovery.
The plan is aligned with the county's emergency operations plan and FEMA's National Disaster Recovery Framework.
Analysis, Synthesis, and Recommendations
Intensive, subject-specific policy research and synthesis to support the development of policy proposals, RFP submissions, grant reports, and more. For example, developed a 103-source literature review and annotated appendix for aquatic ecosystems and working lands strategies, which identified best practices across the North Coast region for future development and funding opportunities.
